Just Breve are a London based Certifying Acceptance Agent. We have a license with the IRS to certify identity documents for the purpose of applying for an ITIN.
Our license requires us to prepare Form W-7 (Application for an Individual Taxpayer Identification Number) and to complete Form W-7(COA) also known as a Certificate of Accuracy. This document is attached to the ITIN application along with the appropriate supporting documentation.
What supporting documents are required?
All ITIN applications require some form of supporting document attached. This will either be a US tax return (Form 1040 or Form 1040NR) OR an exception to filing a tax return.
There are 5 exceptions in total - some of which have sub sections.
The documents for each exception require different types of supporting documents, depending on the reason used. These exceptions include:
income received - interest / dividends / royalties / pensions / annuities / rental income
bank interest received for a business bank account
income received by partners of a US or foreign partnership that invests in the US
All of the above have to have income being generated in the current tax year.
Wages / Compensation / Honorarium income - either with or without a tax treaty
Scholarships / Fellowships and Grants - either with or without a tax treaty
Gambling winnings
Third party reporting of Mortgage interest
Third Party Withholding - Disposition of US real property by a foreign person (or someone party to)
All of the above require documents proving the transaction / withholding
In all cases - the reason for the application has to be determined at the outset and supporting documents are required to be provided by the applicant. If these documents are not attached, the application will reject.

How long does an application take to process?
All ITIN applications for international applicants take 7 to 11 weeks to be processed by the ITIN unit in Austin, Texas.
Currently due to Covid19 delays - this is taking much longer as the unit is on reduced staffing and have only recently reopened after 10 weeks of being closed. Estimated application times are between 4 to 6 months.
